#5 not necessarily. For example in Germany often both directions get a green light and the turning cars have to be careful about the oncoming traffic. There is also a sign for that http://imm.io/SUOd (it sais "left-turning vehicle caution oncoming traffic";)
But besides that, car 2 is definetely speeding!

Why doesn't anyone else than #5 notice that the speeder had red lights? Look at the other cars coming from the same direction as the speeder. If they had green and be turning to their left (someone would suggest that) they wouldn't be waiting that far from the crossroad. They are clearly having red lights.

Just keep in mind, there are some places in the world where on 4-way crossroads 1 way at the time gets green lights.

I will say it if need 100 times that this can only be seen in Russia . There is no respect between people and laws are only for some people there. Common Russians give to me more - i don't care but that's the true!
