So a hedge as a divider.... obstructs vision, offers no protection and has a mound that creates launch .... this could have been avoided with steel or concrete dividers.

Steel and concrete dividers are known to launch vehicles into oncoming traffic or rebound them back into other lanes. They are starting to us cable barriers that capture the car.

#4 A hedge divider works really well at night where the headlights of oncoming traffic is blocked making nighttime driving much more safer.

#8 #7 #4 So really, it should be cable dividers that capture the car, but with a hedge growing over it to block headlights... or even some form of perspex wall that blocks most of the headlight out, making it better for night time, whilst still offering some visibility during daytime

#7 they use steel dividers in germany for decades now and the problems you describe never occur.

The term is "Leitplanke", if you want to know how they look like.
