This is missing some details about the static generator he is using but this could be extremely dangerous and even deadly. I wonder if he actually knows what he is dealing with. If he does (which he doesn't seem to prove) great but this looks like a horrible idea.

#2 this is the guy from make magazine(look it up on youtube) ...he knows what he is doing..also 9 volts won't hurt any human...amperage is low also ..

#3 not 9 volts, that wouldn't do anything at all. The voltage is quite high (that black box takes care of that). But it is true that the current is small, and it's completely harmless to humans (that shock you get when you take off a sweater is probably stronger). Might do some damage to sensitive electronics though.

That battery probably doesn't last long anyway.

#6 Tasers make heavy use of capacitors to increase the discharge. There is no capacitor here, so the only output you have is from the 9V battery.
#7 How are these instructions incomplete?
