Shouting won't do anything.

The kid is on the 10th floor. This is filmed from a fair bit higher up. It will take time to get out of the flat, run outside, find the entrance to the other building and then start hammering the intercom. Maybe the intercom doesn't work. Maybe they don't have intercoms there. Gaining access to the other property and getting up to the 10th floor might not be possible or take too long. And once you're in the building - finding the right flat might take a while. Layouts are sometimes odd inside these blocks. And finding your bearings without windows in the corridor can be problematic.

Perhaps the person filming is physically impaired and can't get out there.

There is a very limited amount that they can do in this situation. Calling the emergency services would probably be the best thing to do, unless you happen to know someone in that building or have knowledge of that building.

I hear two things, the thump of the kid getting dragged in, and then some sort of rage scream that comes from an adult, followed by the kid starting to really cry out loud. I'm guessing the adult inside pretty much lost his/her mind when it hit them what could have happened. The kid probably got banged up a bit from getting dragged in so forcefully as well, and seeing how the adults reacted, it got really scared as well as hurt. I just hope whoever was inside handled the rest after this correctly.

sounds like the kid got a beat down at the end...that'll teach him.
& the dude filming is a sick basterd or just being cautious...I just feel like he could have done more than video some kid about to fall to his death :S

#4 #11 - A spouse or friend could have easily called EMS. The guy could have as well, in which case, police could have been on the way.

10-15 stories up, there's no way that person can do anything about this themselves. Even if they did get to the ground, they're going to catch a toddler falling from 10 stories? How would they even know which apartment to contact, if they could even get into the building?

Assuming they (or, a friend/spouse) called EMS, fimling is the next approprate action. This is child neglect. The video documents it and can be turned over to the authorites. And #11 - I think the only sick bastard here is the one who thinks beating a child is an approprate reaction to ones own child neglect.
