Well at least the kids won't be making a big mess with it...

I assume that in the US there are similar laws to the UK forbidding selling harmful food stuffs.

After a quick search:
Why didn’t it melt? According to Sean O’Keefe, a professor and food chemist at Virginia Tech, the more cream—meaning fat—ice cream has in it, the faster it melts. Nonfat ice cream takes longer to melt than fatty ice cream because it has more water in it.

“More water means the ice cream will have to absorb more energy before it can melt. Also, low-fat ice creams tend to have more air whipped into them, which allows them to keep their shape longer,” according to an article in the Pittsburgh Post-Gazette summarizing O’Keefe’s explanation.
Walmart’s Great Value ice cream sandwiches contain corn syrup, guar gum, and cellulose gum—all ingredients that could also contribute to their failure to melt.

For the record, according to the FDA, it’s safe to eat ice cream with corn syrup and those “gums”—though maybe not after it has spent 12 hours in the sun.

I think it's funny that everyone is freaking out about one brand. Try your favorite ice cream bar....they pretty much all do the same thing. Shit - blue bunny's ice cream *bars* do the same thing. They don't melt!

It has stabilizers to prevent it from melting, because it's something people eat with their hands.

This video would show the exact same kind of ignorance if it depicted the guy putting a match to flame-retardant fabric and wondering why it didn't catch fire.

This is great! I don't want my ice cream to melt anyway.
It's strange how people judge scientific advancements as a bad thing while there is basically no reason to assume it could do them any harm.
