#1 : maybe the idea is not preventing evaporation but something more serious :

Okay, so rather than educate the population to use less water we'll add a few tons of plastic pollution to the planet.

#1 black is the only color strong enough to deflect ultraviolet rays.
Ultraviolet rays photons carry more energy than visible wavelength photons and will consequently cause more rapid evaporation.

#10 but being black they would still get much warmer which would accelerate evaporation...wouldn't it???

As corrupt as the city of LA is, I think the ball manufacturer has some ties to the city.

Wouldn't it be easier and more efficient to create some type of a cover?

I'm not a biologist, but having read a few articles from those who are, they basically said black was the worst color to choose for the balls. Those balls will absorb heat from the sun, and with the compounded surface area of the balls plus the surface of the water, the reservoir will become a "nightmare" of a breeding ground for bacteria. They didn't really think this one through all the way. Multimillion dollar mistake, and soon, what to do about the bacteria...
