Well she obviously is that stupid, and she documented it and put it on the internet so its official. Pretty good tow truck if its doing 70 pulling a truck. You can just hear the passenger laughing, probably at her lol.

That is more of a midwestern accent than a southern accent.
Plus, she is saying that this truck is driving backwards on "35".
I'm assuming she is talking about US Interstate 35, which stretches from Minnesota to the Texas border.
I live in Georgia, and the people with accents here can barely be understood sometimes. You'll know if people have a true southern accent if you can barely understand them.

That's an Iowa accent (I'm from Kansas City and I recognize that stretch of highway) that is on the way to Des Moines from Kansas City.
P.S. I can't help but feel that people with this accent are uneducated.

hey maybe the video was reversed and really SHE was driving backwards at 70 mph trying to escape from a driverless truck or something...you see?
