incorrect water behaviour? your kidding right? its a time lapse, the water will be completely random hence why all the stationary boats bob up and down. (and the people sprint around everywhere).
great effect, the whole idea behind this video is to make something that looks real to make it look fake. i am assuming its some sort of play of sharpening the front image and blurring the back for some optical illusion to take place.

I think it's stop motion photography from a still camera taken with a special lens from lensbabies (http://lensbaby.com/). Those lenses give it that saturation and "light bloom" effect, as well as the narrow focal plane. No, I don't work for them.
