I don't think its having a bad time at all. Those ties are not to keep its legs together, they are far apart and lose enough for it to move its legs, its a common thing to have on pet birds of larger sizes that has claws. Its not even trying to move, which to me indicates it feels its rather ok to be there.

It's not swimming it's floating and that whirlpool effect is probably making him feel nauseous. Of course it must be a regular occurrence for an owl to have bath in the wild.

While owls do take baths , if you see one in water that would be over its head ,like in a lake or river ,then it was probably forced down into the water by a falcon or a murder of crows ,or it is injured . Owls will hunt and kill sleeping birds at night and that makes for many enemies that will attack owls on sight during the day.

Owl has tied legs. It is not a duck to enjoy spinning in the water.
Poor little one!
