It's in Serbia...and the policeman intentionaly gave him the DUI test... they knew he was drunk and they just wanted to have fun!

another note about "Owned" or "ownage" sometimes it's a good thing, for example. if a golfer made a hole in one you could say that he "owned" that hole (I'm using golf as a euphanism 
but let's say that the skateborader had nailed that trick, you caould say that he "owned" that railing (he conqured it) Get it?

I understand the word.
Hackers/crackers use often use it to describe successful penetration of computer or network security. For instance, "I owned that box" would mean "I successfully gained unauthorized access to that computer."
Online gamers use it to convey victory or superiority. For instance, "I owned him" would mean "I successfully beat him." "I own you" would mean "I am better (far superior) than you. I am able to easily beat you.", but I don't understand it's connection with this video for example. Never mind.
By the way, I've embeded almost 200 snotr video clips in my
website, but unfortunately it's only in Bulgarian.
