It's the Harlem Globetrotters' mascot, Globie.
And yes, it has a human inside, at 0:50 you can see how it moves inside the mascot to do the headstand.
Indeed, this movie is from Romania, but Globie appeared all over the world

Of course it's someone inside.

The video posted earlier of that robot walking like a human was hard enough, now imagine it had to dance, fall, stand up, move their arms...
