I seriously doubt that this is in Bosnia. I know the language and people in the video don't speak bosnian. And the vehicles look nothing like the ones in bosnia. Not one stolen VW Passat nor Golf passed by.

The sticky black stuff is not asphalt, it is a type of tar that is sprayed on the sub-surface to help the asphalt bond to the road. The very first truck in the video is one of the tar trucks and at 0:04 in the background you can see one of the red dump trucks backed-up to the yellow asphalt paving machine that will actually lay down a smooth layer of material about two inches thick.
I don't understand why the people would walk through that stuff when they can see others stuck in it.

Why dont they shoot them idiots? All it would take is to drop a couple of them. Set an example. The others then might get the idea to go the long way around.
