They speak french, however it is french from Quebec, which is quite different form France french (I am myself a Quebecer so I know what I am talkin about ).
What they said is mainly that the guy reached a speed of 210 miles per hour (roughly 338 km/h) and that he is now a world champion.

Right on! We even have competitions like such, but with real snowmobiles and on grass . This one is kind of an exception, the guy probably just felt like tuning a snowmobile to a "superfast-not-so-snowmobile-because-it-has-wheels-instead-of-skis" and it actually ended up being a success. On a last note, if its sounds crazy, just do it.
