Four years ago in 2007 I was reading an article in a magazine at the local surf shop that was talking about heated wetsuit technology for cold water surfing..... this guy was likely wearing something like that. Wetsuit technology is pretty advanced. They can stay in water those temperatures for about an hour in a proper suit.
