I think the owner might have trained the dog to.... maybe chase black people. Dogs don't usually run off when there are runners.

#18 I must disagree... Stray dogs don't have owners to teach them to attack a running person, but they just do it... just like they chase cars ..It's about territorial defense, I think....

#18 & #19 i think they mostly do it because running for a sign for them to play with them and in this case the dog did not bark so he wanted to play with him!
