It's a houseboat made of recycled materials, what he really is proposing is that we should grow plants while living on the sea, and recycle more.
The materials he used for the houseboat are materials that are already being recycled, it should just be recycled more, and more efficiently.
All the things he is doing, is already being done on a larger scale, but he succeded on combining these efforts in a novel way. And it looks like a fantasy island.

#2 Was that needed ?
Guy has a nice house but in reality come on houses floating on water made of plastic bottles , Thats going back in time not forward , If Every one started recycling bottles he wouldent have a house.
Also I have noticed lately some company's have started to get rid of glass and plastic containers in favor of "refill" packets (Eg. kenco coffee) which are made with 97% less packaging Weight .
Which not only means less waste but also less transport costs as its space saving and weighs a lot less
http://www.kenco.co.uk/kenco2/page?siteid=kenco2-prd&locale=uken1&PagecRef=633
So hopefully in a few years nuts like this will stop popping up with these mad ideas.

Funny how the woman is constantly calling him retard! Especially the first few seconds where he corrects her but she's not listening :p
