"...due to your combative nature..." He's not combative. Those cops need to look that word up before they write it in a report that Mr. Itchy has to answer to in court.

They don't want to scratch his nuts, and they don't want to take the handcuffs off. OK, understandable. Maybe the could sit him astride a railing or fence or something and drag him by the feet for three or four meters. Of course they'd want to turn the video camera off first, or he'd have them by the balls - figuratively speaking.

at first i thought the cops still decide to scratch his nuts and at the moment they try to scratch them the criminal will say: SEXUAL HARRASMENT!!! and the cops will have a huge trouble :D

He was handcuffed, probably for a good reason. No cop would take them off just because someone's balls are itching. The risks are too high.
