REALLY? It looked to me like you were catching up to the guy. I would have backed the F off .
#1 - The load is WAY top heavy. It's possible that either winds are a factor, the driver made a move right or left too quickly and started it rocking, or a combination of both.

#3 at that moment in time they cant decide to take another road, they are on a motorway/highway. as for the truck on LSD, where was the safety on that trailer?

Its not wind, he swerved too sharply and the momentum caused the trailer to move to one side. Once that happens it will go into a pendulum as the force that keeps the trailer from falling over/continuing in that direction causes it to rock the other direction. The trick is to speed up, to add forward momentum so that the alternating forces on the trailer are cancelled by the force pulling it in one direction. This is common if you have a trailer with a higher centre of gravity than the towing vehicle.
