i don't think this will work at speeds you'd need it. seems to be a weak construction.

In sweden its not illegal to have such a contraption on your car. However, its illegal to not have a plate on the front of your car.

cars look way cooler without the tags. Especially useful on an alpha romeo, the car with a giant v shape down the front and license plates usually to one side

Not sure of why you want this - where I am they do not use front plates only rear ones - Maybe it is when you go to a car wash?

Definitely illegal in the UK, but probably OK in America: I think in some states you need to have a front plate, in others you don't, so if you want to improve the look of your car it's worth having.
