It is just a kid pretending to ride a motorcycle , how is that promoting safety? It probably shows that he is going to take big brother's bike for a ride the first time he gets a chance.

#11, #12, Dads are often their sons heroes; at least the good ones are.
The commercial is aimed at dads, reminding them that they have a son at home who thinks the world of them, and that they should avoid driving recklessly.

What #13 said. And in addition, it shows how the boy puts on the safety gear so he can be "just like dad" (or big brother, take your pick). If you go out riding without the proper gear, your kids will learn that it's okay to ride recklessly.
