Cause you are only allowed to be underwater for the first 15m.
He probably just missed it and thought: What the heck, let's go for the rest while I'm at it.

For a while it was legal and backstroke swimmers went to the finish line without making a single backstroke.

Why disqualify them? A freestyle event should enable you to use whichever stroke you prefer !! Should have given them points for having held their breath for the distance. >:)

#9 Where does it say "freestyle"? I dont know about swimming but i guess even "freestyle" got certain rules :)

Did you not notice that everyone else was doing the backstroke?
