They are not allowed to pick up the car or move it with a person inside anyway! So they are definitely in the wrong

I am at a loss to understand what type of contraption that was that was lifting the car. Is it a car recovery system or some kind of parking aid?

Picking up someone's car, like this, while the driver is still inside would be considered kidnapping. I'm betting that crane's hydraulic system will cost more to repair than the car. Dumb moves on both parties.

#11 Yes it's a specialized recovery system used only by police forces (Correct me if i'm wrong)
This enables them to put Clamps on all 4 wheels and lift it off the ground onto the back of the truck. It was deigned to removed illegally parked cars from very tight spaces in city centers.

#11 #13 Its not really specialized or police only. Here this is the normal version of a tow truck. The car gets loaded on the truck, not towed away the old fashion way. Its easier and faster to load it sideways by a crane then pull it up from the back

#18 yes, and like in my country and in Serbia they call it "Pauk" (in English "Spider" ) and they usually use it to remove illegally parked vehicles and here that can cost you between 70€ and 120€.
