Now really, these kind of guys operate in my country as well. In an intersection they wave you to pass and then they drive into you and ask for money so they won't call the cops.

That's it, I'm installing a dash camera too.

If i'd be in his situation, i'd say, call the COPS man (Not telling about dashcam), an experience for the COP to learn.
