#3 he steals the time machine. If you mean the bit before that, the trick is that the guy with the scarf convinces the inventor to "go back and FIX events" rather than turn the machine off at that point. if he had taken the machine the inventor would have come back and found the machine stolen and would have been unable to go back in time and pull the trigger, then go back again to receive the bullet.
