She was trying to pay the parking but was also in a big hurry. Look at 00:09s as she extends her arm out the window but doesn't brake the car.
How the hell was that supposed to work in her mind?

Looks a lot to me like taking a ticket to enter a parking lot, not paying to leave. Still, reaching for the ticket while moving isn't the wisest choice.

#5: If he didn't, he probably wouldn't be able to exit the facility later on. All the gates would just display him "No record of entry" error. Been there, done that
