I would so add a random "pull back but no throw" to that machine's programming, just to see him run and looking for the ball 
Because who hasn't pretended to throw a ball before, be honest

You should mod your robot so that it only raises the arm when the weight of the ball is exact to a specific range so it won't lift up when the dog is putting the ball on and the weight has been constant for a delay like 5 sec or something. or put a visual sensor on it. check out hackaday.com for ideas if you haven't seen the site

Most dogs would be freaked by the noise the machine makes. Would take time to train them to play fetch by themselves.

this is nothig! my dog learned how to kick his ball! now he kicks it and then he chases it, over an over again!
