Two things:
First off, that's not a bike cop. When has anyone ever seen a bike cop do anything other than write retarded tickets from the side of the highway?
Second, when would a skill like, maneuvering through cones at 5mph come in handy? Really now. How often is there a 'high speed' chase where maneuvering at 5mph come into play?
