#2 Even if the ball is out of bounds he is still interfering with the game (since playtime is not interrupted when the ball is out of bounds).
Noone except the players and the ballhandlers are allowed to grab/hold/fetch the ball in any way - kicking the ball away definitely doesn't count as getting the ball as quickly as possible into play so he gets sent to the ranks . I too think thats it a little over stretched too - maybe the ref has some sand in his vagege :D
