Ummm somethings not right. Freeze at 0:31 when the guy moves the camera from one window to the other. You can see whats playing on his TV. You can see the car followed by 4 cops cars really close by but on the coppers image, you see only tailing a bit back. That or idk.

#5 Live TV always lags a few seconds... Even the Speed of light isn't fast enough for live i guess?

#6 Actually doesn't have anything to do with lag, although that adds a little to it. Most of it is just a calculated delay in case something horribly graphic happens. The director/producer/host needs a few seconds to respond and tell the engineer to get off the live feed (Remember the famous "GET OFF GET OFF GETOFF IT GET OFF IT! GET OFF IT!!!!" video, where that exact worst case scenario happened and somebody screwed up)
#5 You can see the car driving towards the upper right corner of the screen in the end of the video when he pans back to the TV. It was driving towards the upper left corner before, so it matches the right-hand turn we see happen outside.

Yep, that explains why it is mandatory now. I believe it had been done with this kind of live footage even before that incident though.
It doesn't seem to be 100% mandatory everywhere either, because we still get the occasional cursing slip-up on morning TV for example (Tom Hanks was the latest one I remember).

to those saying...Who films their own tv??? The chase was going round in loops, the reporter mentions a "familiar pattern" so chances are its already been past his house several times and so he begun filming...hence the incredibly false "holy sh*t" while hes already panning to the window.
