If they were really electrocuted they would cramp.
His movement of falling starts with his head going to the left, his legs do not cramp but bend.
Also notice name of the webcam: "Parking Lot 12A Gate 3". No electrical fences in parking lots .

First of all, how is that a good position to place a security camera?
Second, why would someone go and park the car in front of the fence and pee on it? were they heading somewhere past the fence? If so, why would you pee on it, when there's perfectly good snow to make yellow...

Just so you know this is fake it is not possible to be electrocuted by pissing on something as when you urinate you do not get a continuous stream of water but it has partial breaks in the stream which do not allow the current to flow (ha ha flow, funny) anyway go watch mythbusters peeing on the 3rd rail http://www.youtube.com/watch?v=pDY-0ijiOEQ

#14, what you say is only correct for low voltages (like the one in the mythbusters episode), electric fences have way higher voltage (few thousand volts). and as a rule of thumb a charge can jump approximately 1cm per 1000V. so if theres 9000V on that fence, and the gaps between your pee droplets sum up somewhere at 4cm you will get shocked.
although nicely done, the mythbusters episodes only applies to NY subways, some railways use 15000V and beyond (although mostly overhead wired), so peeing on there would seriously get you fried...
