#2 in Latvia, during flood. and the cause for this whirlpool actually is opened underwater drainage pipe to lower the water level in the river.

Not quite as big as the whirlpool they caused in Lake Peigneur when they accidentally drilled into a salt mine under the lake. That one changed the direction of flow of a river till the mine was full....

Looks like the opening of a giant sinkhole. If I saw that, I would get the hell away from there as quickly as possible. With all that water rushing down there, there certainly was a chance of a large surface area collapsing at some point.
