It's not an ambulance, it's a fire truck.
The idea is that the rightmost emergency lane is no good for emergencies -- weird because it works fine in the rest of the entire world. Instead, they had a not-very-brilliant idea that all lanes should make way to the RIGHT except the leftmost lane which should make way to the LEFT.
Sounds like a simple rule but evidently this doesn't work very well because people get confused whether they should steer left or right -- see 0:44 and 1:49 for demonstrations. Lots of drivers (especially from other countries, naturally) don't even know about this rule, so they don't make room at all (1:30).
Yeah, let's not follow proven international standards but invent new ones...

In Australia, the drivers in front either
A) panic and stop in the middle of the road
B) dont even know its there because they dont use mirrors and have a fully cranked stereo
or
C) refuse to give way to another vehicle no matter what it is
We must have the worlds worst drivers...I'm so envious of coutries where people actually know how to drive. Over here they regard a license as a right, not a privelige

In Brazil, ambulance or fire truck would go by the right lane in highways. However, they must fit wherever they can in the city and sometimes motorcyclists will take advantage of the free lane and follow the ambulance.
Even though some folks got confused whether to turn right or left in this video, most of them have a good sense of cooperation. Maybe something we must learn here.

In France they try to pass on the right lane, but on some freeway it's risky beacause it's where all the junk (tires pieces, etc.) end up. So sometimes they do the same as here, like German. And it works pretty well even in our country. I guess some european countries can teach others about trafic kindness^^

The hard shoulder is for breakdowns. In a lot of places it is not very wide, so if a lorry is driving a bit to far to the right, it might be blocked.
Cars are easier to maneuver, thats why the emergency lane is usually between left and right(two lanes) or between left hand and middle lane (three lanes)
Nothing unusual about it.
Another reason: the hard shoulder is often blocked by cars having a breakdown.

Despite the poor video quality.I asume this video takes place in Austria.
We have a law that, if there is heavy traffic, you will have to make place in the middle of the road, even if there is no emergency vehicle.
If you dont form the so called "Rettungsgasse" you will be fined up to 2000 Euro!

#16 it's in Germany, but it could just as well have been in Austria - same rules.

well however, you can nicely see how important it is, that every single car driver respects the ambulance.
a few of them didnt which enormously increased the time of arrival and can easily cost lifes
