I'm wondering if he did that voluntarily or if they called him in since he was probably in the area spraying wildfires? Either way, still impressive to see.

I think they called him in. Why? Because if there is someone in the vehicles they probable won't survive the impact of the water. 1 liter weighs about 1 Kilogram. So that's a lot of kilo's comming down.
But i don't think it's water as you can see in the end of the video. Looks a bit like foam. still it would weigh much i guess.

probly there were chemicals or some exploding hazard, and this would be the fastest solution since those planes, there, are always on stand by to act. and it takes a long time for a firetruck to reach them, rather then in a city

I think the tanker guy was sleeping with the Mom of the guy who owned the hotdog stall that he just flattened (bear with me this is brilliant). So the hotdog stand guy who we'll call Nobby (real name Pete)got a lift in one of the emergency vehicles to his aircraft hanger where he took off in his water bomber (after making some important modification!!) flew over the tanker driven by Lippy Bumrush (real name Steve) and emptied his five year supply of chemical toilet water over the Mother f***er.

#7 It doesn't work that way, water disperses as soon as it goes into the air - the lack of density of it means that it isn't a lot of mass per surface area of the body it hits.
A very good demonstration of this is in http://www.snotr.com/video/11310/Fire-fighting_plane_water_bombing_a_house_on_fire - where the firefighters don't even buckle when the water comes down on them.
