It's a risk thing no different from speeding around a race track or parachuting from 20.000 feet. If it goes badly you risk losing a finger, hand or your life But if it goes well you just pattered a wild teddy bear

#8 Obviously they don't, but as in most countries, people can ship in vehicles from the countries that do, in this case most likely from Japan. Because in Japan people basically throw away cars that are older than 2-3 years, Russians can get cheap Japanese cars in almost brand new condition, particularly in the Russian Far East which is in close proximity to Japan. Another reason I believe this video is from the Far East, is because it is very scarcely populated compared to European part of Russia, and has a thriving Eco-system with abundant wild life that would make such rarely seen human-animal interactions possible.
P.S. The idiot, playing with the bear must be a city-boy. Out in the countryside even the mentally disabled know better.

They're contributing the the bears demise, the young cubs find the road as a source of food and will eventually get hit by a truck.

Those idiots have no idea how careless their behavior is and how much they are harming the bears by feeding them and letting them have a plastic bottle that so many animals get stuck in. Those people need some serious education of the wildlife they are surrounded by. #12 is right too.
