Ok, as long as the splices are well done and well isolated with pvc tape it's nothing to worry about.But running a "power-line"(110-220VAC) along the fence it's just stupid and dangerous, it should be at least put in a protecting plastic tube or something.This i call a "fast job",it will do the trick but please when you do something do it right, especially when electricity is involved!

The low current draw of a 1/3 hp motor for a short duration (while the door is going up or down) is on the short list of reasons I can think of for why the house hasn't burned down.
I don't understand the psychological reasons why it is this way, but #2, you may be on to something...
