Explanation: The magnetic force is proportional to 1/distance. If you have a strong magnet at a greater distance and a nearer but weaker oposite one, there is a distance where both forces cancel out. Another factor that enhances the effect, is that the directions of the force-vectors of the outer ring change with decreasing distance (they kinda split up in opposite directions), further weakening the combined pulling force. Simple physics/mechanics .

#7, I'd imagine without some kind of stabilizing force, such as the table, it would simply flip then stick to the center magnet in a off-center position, possibly tilted at an angle away from the smaller magnets near that edge. I could be wrong, but from my limited experience with magnets, they are prone to flip and align polarities.
