This sort of thing is pretty much like Russian roulette, he might do it several times no problem but just one slip up and the gig is up, and the worst part is all the little fools out there that this will inspire to try the same.

Is anyone else curious why the city didn't put up some sort of fence/barrier at the beginning and end of the arches to deter this kind of stupidity?

#3 the city obviously doesn't expect people to be *that* stupid. But clearly stupidity always finds a way. As #1 said, it's only a matter of time before the fun stops.

The only really sad thing is that "the city" will get blamed for not protecting stupid people against themselves. But that should really not be anyone's fault but the idiot himself.
