Must be scary for the worker due to the hight and the birdie. But I think the hawk just tried to defend his/her nest which must be close.

I'd take a guess that there was a nest near where the guy was, either that or the Hawk was short sighted, and thought the guy was prey.

The hawk must be confusing the worker as Ezio and expecting him to jump off the top of the viewpoint.
