#2 it's a bunch of rumble strips or grooves in the road. When you drive over them it causes vibrations between the tyres and the road that you can hear. They are usually used when approaching a transition between a high speed and a low speed road to alert the drivers.
If they are spaced out correctly like on this road, when you drive over them at the right speed, they will sound like a melody.

That was definitely not 100mph... just watch the road markers and light posts going by.
