Depends on the size of the balloons and the velocity/shape/mass/density/strength of the bullet i'd say.

The next thing you'll read in the papers is that ISIS guys are wandering around carrying lots of water filled balloons...at least it'll make them easier to spot ;-)

Reminds me of an episode of mythbusters where they tested how far under water you'd have to be to be safe from bullets. Not very far as it turned out. The faster the bullet the shorter it would go in the water.

#13 Same here. The faster the projectile travels the less amount of water it will be able to pass through and just explode on impact. Thanks mythbusters! Would have been interesting if they would have fired a Barrett M82 and see if it would even made it past the first balloon without shattering.
