If you watched it carefully you would see he is fighting off the cops. He is not stuck. Well maybe his foot is stuck but he is fighting them off, he does not want their help.

I think he would have let them help if they would have helped him in a helpful way (that's a lot of "helps" in one sentence, haha), instead of pulling on him like that, he was struggling and obviously had his foot stuck, poor guy.
