It's the way you train. The big guy puts 90% of the pressure on his biceps, the small one uses his back, chest, shoulder, bicep and forearm muscles together making an arch that is more efficient then a strait line in the distribution of the force. The muscle building process in a non-steroid and a steroid user is the same, the difference is that the steroid user has more testosterone in the system, actually making him much stronger. They are both strong but for different tasks, I bet that the big guy can bench press and biceps curl much heavier weights then the small one. The biggest role in this plays the nervous system. Most of us, with our present physical condition can do back and front flips, the problem is that the nervous system doesn't know the sequence of the muscle fibers contraction for that.(I practiced acrobatics for 2 years)
