So right. Don't understand why car owners are so selfish that they cant pay the parking fees. Everyone goes immediately in martyr mode when get fined.

I am betting some entrepeneur put up that fence to make some quick money charging people to park in his illegal parking lot and the authorities were not pleased. That would explain why the excavator took out the fence too.

That's given me an idea for a "stacking" car park! Might be a bit difficult extracting a car from the bottom though ;-)
