I would guess that the fish has the same sort of nervous system as humans do, one part that runs neurons all the way to the head and then one that runs to the spinal ganglia. The spinal ganglia allow for faster reflexive type actions, and in a case like this, would be able to initiate motor control for as long as the muscles were able to keep up electrolyte gradients.

Just a guess ;-)
