Good propaganda but as many speech like this one they only put in front the topic that is interesting to them.
Now in China if you have a girl as first child you can have a second one but you are limited to two. If the first one is a boy, you have to make a demand to have a second one.
Menstruation cycle are not check, never heard of it an I was there 6 years and I'm still going there often and have many girl friends there and there is nothing like this.
Technically it's not a bad thing for this country because Chinese have a very intense sexual activity, cities tend to be overcrowded and it's only recent that the kids are told about contraceptive methods. If people could have has many has they want/do it would be an economical and social disaster in some part of china which are still under-developed compared to big cities that you see every day in the news.
In another hand the part about the fines are true, like when someone is put to death the family has to pay for the execution.
The same goes for the part where there are more boys than girls over the territory.

At least they're aware of the problem and actually doing something about it. Breeding like rabbits? More like breeding like humans. It's way out of hand and yes, it may be ahead of time but believe me when I say things are going to get so much worse in the future. Overpopulation is not a laughing matter.

#4 Exactly, there are already too many humans on Earth who consume too much for the planet to remain sustainable.
We will EITHER have to accept to live more modestly or we risk running out of resources fairly quickly.
The environmental problem comes from the fact that the populations of China, Africa and the Middle East look at how Europeans and American live and want to live like them.
If everyone on Earth lived like the Americans, we would need 4 planets in order to sustain that kind of consumption.
So either we reduce the number of humans or we accept to live more poorly...

#2: People in rural areas are allowed to have more than one child, if the first one is a girl. This is because the government found that they were systematically killing, or selling, newborn girls. Basically lesser of two evils.
In the cities, if your parents both didn't have any siblings, you are allowed to have two children now. Previously there was not excuse for having a second child of any sex. Unless you could afford the fines, of course.
To actually have a child in China, you need to apply for a permit, and they do make some extensive health checks for that. Normal people don't get involuntarily sterilized after birth, but one-child-policy offenders might.
Forced menstruation checks are totally illegal, but they might be happening somewhere - after all this is China we're talking about. Rural areas tend to have cowboy local authorities doing whatever they want with no regard to laws, human rights or public health.
