If mom were white, she'd be an albino. She clearly isn't. And dad is not black; he looks a rather pale shade of brown.

As many of the genes responsible for skin color are located on chromosome 15 it is not such a big surprise, that they inherited many of the several respective genes together, as this clip makes it sound. I also suspect that the man might not be of pure recent African ancestry and carries many genes for light skin himself, which would make the birth of a light skinned child and one of darker color even more likely.

Since they are fraternal twins I don't think it is such a big deal that they have different genes expressed, as do any siblings.
