Aha, this must be the reason I was not able to make a copy of a starmap containing the orion system

Most new printers are wifi enabled and get ip settings via dhcp by default (=they get internet access). It's not very hard to imagine a built-in automatic notification function to some central server when someone tries to scan or print money.

Another example of a stupid set of regulations that force manufacturers to implement stupid mechanisms in their tools.
It's just as stupid as if they were trying to implement a ban on 3D printed hand guns in the US. Sure, you could try to make 3D printers that recognise when somebody tries to print (parts of) a gun, but nobody is really interested in doing that when there are so many better options available.
There's some pretty good counterfeit currency around these days, especially 50 euro notes, and they don't come out of a Xerox machine. Not even my dear old mother would be fooled by laser printed money.
