Surly that bridge was not built to take that kind of weight, it's only a matter of time. If that was my bridge I'd be charging a toll equivalent to a full rebuild for each crossing, you know thirty quid :S

I'm pretty sure those are steel cables supporting the wood planks . Still very risky looking. 8-)
