What "if" the perpetrator hit the break when they see that thing on the car behind them? My point is it's very seldom things go down as smoothly as in the video above. There have been so many variations of these things in the past and you generally do not see them used for various reasons. This device is no different. You guys remember that harpoon a bunch of years back? At least this one doesn't look as scary.

#2 that wouldn't make sense tho, why would anyone that is trying to escape suddenly hit the brakes, risking to end the entire chase right there? I see your point, and sure, lots of variables. But the struggle for perfection is daunting, as it will stop us from trying things that MIGHT fail. What if it works? What if the practicalities adds up and makes it a totally viable way of stopping them? This is how we know what works and what doesn't work, we try, we fail, we learn. You might be right, maybe the circumstantial will make it useless. But we don't know yet :)

#2 Usually police cars are quite heavily reinforced from front bumper.

This could be quite viable, if car manufacturers or car owners are persuaded to use it. Like you get cheaper car insurance, etc if you install this device. And if you are repeated speed limit offender, it could be mandatory install on your car. At your own expense, or jail. =)

In the future Crims are going to need a large pair of scissors on a stick to make their get away. :D

What this really needs is some way of propelling the device forward so the police car doesn't have to get so close.

The size of the SUV and weight deploying this is a major factor in control. Hooking one wheel will cause the vehicle to veer in the direction of the wheel snagged. The pull on one read side of the vehicle is expected and compensated by the driver of the snagged car is apparent. Unexpected could cause the snagged car to veer into oncoming traffic. One wheel spinning on the rear of the truck means in that does not have four wheel drive. If a cop car at 3700 pounds snags a full size 5000 pound SUV with all-wheel drive, he better be prepared for a ride of his life as he is being towed.

Perhaps if they could send in a drone with a thin but strong wire attached to the police car, or one with some black spray paint to spray on the windscreen. :D
