Looks like some smaller earth quake disturbance somewhere out in the ocean. I don't believe that is weather because the wind doesn't match the waves.

#2 I agree, small tsunami caused by earthquake is likely. Either that, or very strong winds far off; those can also cause unexpected waves but these waves wouldn't occur suddenly and unexpectedly. So I think you're right.
